            The Permanent Representative of the Philippines to the Untied Nations, with reference to recommendation III of the Committee on the Elimination of Racial Discrimination, which was adopted at tits 112^th meeting on 18 August 1972, that States parties to the International Convention on the Elimination of All Forms of Racial Discrimination include in their reports submitted under article 9 of the Convention, information regarding the status of its diplomatic, economic and other relations with the racist regimes in southern Africa, has the honour to enclose copies of Department of Foreign Affairs circulars Nos. 303-63, 433-63, 55-66, 163-65, 157-69, 23-71 and 120-72, Concurrent Resolution No. 24 of the Congress of the Republic of the Philippine Government, in compliance with various General Assembly resolutions concerning relations with the Governments of South Africa, Southern Rhodesia and Portugal.

            The provisions of these documents reflect the total and continuing efforts of all sectors of the Philippine Government against the racist policies of the three aforementioned countries.

            The Philippine Government has consistently taken a strong position vis-a-vis the racist regimes in southern Africa. It maintains no diplomatic relations with South Africa or Southern Rhodesia.
