During the same period, there had been further accessions to or ratifications of the Optional Protocol and the Second Optional Protocol, bringing the number of States parties to those two instruments to 87 and 29 respectively. ELECTION OF THE CHAIRMAN  r5 2.Mr. SOBORUN (Mauritius) nominated Mr. Schaper (Netherlands) for the office of Chairman.  r5 3.Mr. Schaper (Netherlands) was elected Chairman by acclamation.  r5y 4.Mr. Schaper (Netherlands) took the Chair. ADOPTION OF THE AGENDA (CCPR/SP/45)  r5 5.The agenda was adopted. CREDENTIALS OF REPRESENTATIVES (CCPR/SP/2/Rev.1)  r5 6.The CHAIRMAN, after drawing attention to rule 2 of the rules of procedure of the Meeting (CCPR/SP/2/Rev.1), said that he had been informed that the SecretaryGeneral had yet to receive proper credentials from a number of States parties represented at the Meeting.  r5` 7.He suggested that, in accordance with rule 3, the representatives of States parties who were in that situation should be authorized provisionally to participate in the Meeting; he urged those representatives to ensure that their credentials reached the SecretaryGeneral as soon as possible.  r5/ 8.It was so decided. ELECTION OF OTHER OFFICERS  r5; 9.The CHAIRMAN said that, in accordance with rule 4 of the rules of procedure, participants in the Meeting had to elect one to four ViceChairmen from among the representatives of the State parties. He had been informed that Mr. Coloma (Chile) had been nominated for the office of ViceChairman.  r5 # 10.Mr. Coloma (Chile) was elected ViceChairman by acclamation. #x-''  ELECTION, IN ACCORDANCE WITH ARTICLES 28 TO 34 OF THE INTERNATIONAL COVENANT ON CIVIL AND POLITICAL RIGHTS, TO FILL A VACANCY IN THE HUMAN RIGHTS COMMITTEE (CCPR/SP/46 and Add.1).  r5  11.The CHAIRMAN said that documents CCPR/SP/46 and Add.1 contained the names and curriculum vitae of the candidates put forward by States parties. However, since Guinea, Madagascar, the Niger and Yemen had withdrawn their candidates, only one candidate was left to fill the vacancy, namely, Lord Colville, nominated by the United Kingdom. If he heard no objection, he would take it that the Meeting decided to dispense with a secret ballot.  r5a 12.It was so decided.  r5 13.Lord Colville (United Kingdom) was elected a member of the Human Rights Committee for the remainder of a term ending on 31 December 1996. OTHER MATTERS  r5 14.The CHAIRMAN said that, in the absence of any other matters, he declared closed the Fifteenth Meeting of the States Parties to the International Covenant on Civil and Political Rights.
