PROVISIONAL AGENDA AND ANNOTATIONS
Note by the Secretary-General
1. The first session of the Committee on the Protection of the Rights of All Migrant Workers and Members of Their Families will be held at the United Nations Office at Geneva from 1 to 5 March 2004. The first meeting of the session will be convened on Monday, 1 March 2004, at 10 a.m.
2. The attached provisional agenda and annotations for the first session of the Committee have been prepared by the Secretary-General taking into account the relevant provisions of the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families.
Provisional agenda
1. Opening of the session.
2. Election of the Chairperson of the Committee.
3. Adoption of the agenda.
4. Adoption of the rules of procedure of the Committee.
5. Election of the other officers of the Committee.
6. Matters relating to the Committee's methods of work in respect of the consideration of reports to be submitted by States parties in accordance with article 73 of the Convention.
7. Future meetings of the Committee.
8. Adoption of the annual report of the Committee to the General Assembly.
Annotations
1. Opening of the session
The first session of the Committee will be opened by the representative of the Secretary-General who will preside over the meeting until the election of the Chairperson of the Committee.
2. Election of the Chairperson of the Committee
In accordance with article 75, paragraph 2, of the Convention, the Committee shall elect its officers for a term of two years.
3. Adoption of the agenda
The Committee may wish to consider and adopt the agenda for its first session on the basis of the provisional agenda drawn up by the Secretary-General.
4. Adoption of the rules of procedure of the Committee
In accordance with article 75, paragraph 1, of the Convention, the Committee shall establish its own rules of procedure. In this connection, the Committee will have before it the draft rules of procedure (CMW/C/L.1), which have been prepared by the Secretary-General with a view to facilitating its task.
5. Election of the other officers of the Committee
In accordance with its rules of procedure, the Committee shall elect its Vice-Chairpersons and its Rapporteur.
6. Matters relating to the Committee's methods of work in respect of the consideration of reports to be submitted by the States parties in accordance with article 73 of the Convention
Under this item, the Committee may wish to draw up general guidelines regarding the form and contents of reports to be submitted by the States parties under article 73, paragraph 1, of the Convention, taking into account the provisional guidelines prepared by the Secretary-General in accordance with the relevant provisions of article 73 of the Convention (CMW/C/L.2).
In accordance with article 74, paragraphs 2 to 6, the Committee may wish to establish the modalities for its cooperation with the specialized agencies, organs and bodies of the United Nations, intergovernmental organizations and other concerned bodies on such matters dealt with in the Convention as fall within the scope of their activities.
7. Future meetings of the Committee
Article 75, paragraph 3, of the Convention provides that "the Committee shall normally meet annually".
Under this item, the Committee may wish to decide the dates of its second session, in consultation with the Secretary-General, taking into account the calendar of conferences as approved by the General Assembly (see A/58/32).
8. Annual report of the Committee on its activities
In accordance with article 74, paragraph 7, of the Convention, the Committee shall submit an annual report to the General Assembly on the implementation of the Convention.
