Excellency,


I have the honour to recall that the Union of Soviet Socialist Republics had been a State party to the International Convention on the Elimination of All Forms of Racial Discrimination and that, consequently, the protections against racial discrimination had extended prior to the latter's dissolution to the inhabitants of the present territory of [Azerbaijan].


The Committee on the Elimination of Racial Discrimination, which is responsible for monitoring the implementation of the Convention, considers it of the utmost importance that the applicability and compliance with the Convention's provisions in [Azerbaijan] be confirmed as soon as possible. I wish, therefore, on behalf of the Committee, to invite Your Excellency's Government to make the appropriate notification to the Secretary-General of the United Nations, who is the Depositary of the Convention.
