List of issues to be taken up in connection with the
consideration of the initial report of Ukraine

General measures of implementation
(Arts. 4, 42 and 44 para. 6 of the Convention)

Please provide more details about the process of preparing the report including the involvement of the public and non-governmental organizations. Has the report been made widely available to the public?

Please provide details of the main provisions of the draft Rights of the Child Act and its present status.

Please provide information on the measures adopted to make the Convention and its principles and provisions widely known to adults and children, including to professionals working with and for children.

In view of the recent adoption by the General Assembly of resolution 49/184 proclaiming the United Nations Decade of Human Rights Education, has the Government considered the possibility of using this opportunity to adapt school and higher educational establishments' curricula to include education about the Convention on the Rights of the Child?

Please provide brief details of the structure and effectiveness of the coordinating and monitoring mechanisms established, both at the national and local levels, to implement the Convention.

In light of the provisions of article 4 of the Convention and in view of the existing economic difficulties, what measures are being taken or envisaged, including through the reallocation of budgetary resources, to realize the economic, social and cultural rights of children to the maximum extent of available resources?

Please provide information on any cases where the Convention has been invoked before the courts or administrative bodies.


General principles
(Arts. 2, 3, 6 and 12 of the Convention)

Please provide details of the contents of administrative acts which ensure that the principle of the best interests of the child is a primary consideration in all actions concerning children.

What concrete measures have been taken to sensitize public opinion and educate personnel working with children about the need to encourage children's participatory rights?


Civil rights and freedoms
(Arts. 7, 8, 13-17 and 37(a) of the Convention)

What steps are being taken to encourage the publication, dissemination and availability of children's literature?

What steps are being taken to protect children from violence, pornography and other harmful influences in the mass media?


Family environment and alternative care
(Arts. 5, 18 paras. 1 and 2, 9, 10, 27 para. 4, 20, 21, 11, 19 39 and 25 of the Convention)

Please provide information on the implementation in practice of the provisions of article 9, para. 3 of the Convention.

Please indicate the measures in place or envisaged to provide parental education and family counselling services in order to assist parents in the performance of their child-rearing responsibilities. In addition, please indicate whether education about the Convention exists in the training or retraining programmes developed for social workers.

In light of the information contained in para. 73 of the report concerning the implementation of article 25 of the Convention, please provide further details of the periodic review of the treatment of children who have been removed from their family and placed in alternative forms of care.


Basic health and welfare
(Arts. 6 para. 2, 23, 24, 26, 18 para. 3 and 27 paras. 1-3 of the Convention)

What percentage of the national budget is allocated to health services and of this, what proportion is allocated to child and preventive health care programmes?

Please provide further information, including the main and basic indicators - disaggregated wherever possible according to gender and location, about the status of children's health in the Ukraine.

Please provide information, including statistical data where possible, on the situation of disabled children. What are the main causes of disablement? To what extent are children with disabilities provided with education, training, health care services, preparation for employment and recreation opportunities?

What are the main primary health care programmes and what are the main problems, if any, encountered in their implementation?

Please provide further details of the "Long-term programme for improving the condition of women and the family, and for mother and child welfare" (para. 86 of the report).

Is there any meaningful research on or marked improvement in the management of the Chernobyl disaster, especially with respect to the measures taken for the recovery and rehabilitation of the child victims of this disaster?

Please provide further information on the social security system and how children benefit from it.


Education and leisure activities
(Arts. 28, 29 and 31 of the Convention)

In view of the information contained in paras. 108-111 of the report, please provide further details as to how schools are coping with the shortage of textbooks for ethnic minorities.

What facilities are provided to ensure school children's enjoyment of their right to rest and leisure, especially during their summer vacations?


Special protection measures
(Arts. 22, 30, 32-40 of the Convention)

Please provide further clarification as to the provisions of the Convention on the Status of Refugees which Ukraine is not in a position to implement and the reasons for this situation (para. 136 of the report).

Are there any plans to reform the legislation presently in place in relation to the detention of juvenile offenders (para. 144 of the report)?

What measures are being taken for the prevention of juvenile delinquency, particularly to prevent any increase in the incidence of juvenile delinquency?

Which body or authority is responsible for monitoring respect for labour regulations, especially in ensuring the safety and health of children at work, including of children employed in the private sector?

What are the policies and practices in place in relation to addressing the situation of children of the gypsy population?
