(a) Members of the treaty bodies shall serve in their personal capacity, and are therefore expected to abstain from engaging in any functions or activities which may appear not to be readily reconcilable with the obligations of an independent expert under the treaty.

(b) Members shall be of high moral character, recognized competence in the field of human rights and the field covered by the treaty.
