PERU*

The following information is provided in response to the concluding observations of the Committee (CRC/C/15/Add.8).

"The Permanent Mission of Peru is pleased that the presentation by the Peruvian delegation has given the Committee a better understanding of the situation of children in Peru.

Clearly, the situation has not yet reached levels that we all would like, but the Government of Peru is most firmly committed to a further broadening of its development and protection policies for the nation's children, particularly in the most vulnerable sectors.

With that in mind, the Permanent Mission is turning to the Committee on the Rights of the Child so that, through its special knowledge of the subject-matter and its direct work with non-governmental organizations and the Governments of other countries in matters relating to children, it might help the Government of Peru to obtain the remaining 47 per cent financing for the National Plan of Action for Children, thus ensuring its full implementation.

Lastly, and with a view to continuing the important dialogue begun with the members of the Committee, the Permanent Mission of Peru refers to the annex to this document, which it trusts will be of interest.**

In 1991, the Government of Peru, aware of the grave crisis that the country was going through, promulgated Legislative Decree No. 657 establishing the National Social Compensation and Development Fund (FONCODES), with a view to alleviating the consequences of the deep economic crisis and setting up appropriate mechanisms for the protection of the most vulnerable sectors of the population during the period of economic adjustment and reform of the public administration. FONCODES operates as a social fund, channelling domestic and foreign resources for social investment. It also finances labour-intensive projects for rebuilding the social and economic infrastructure and supplying social services for poor communities in rural and marginal urban areas. To promote this process, the Programme of Social Assistance for Peru, the Government of Peru has committed $200 million for the next two years and has made significant efforts to obtain a further $300 million in external resources. Annexed to this note is a copy of the Programme, whose various chapters show the importance that the Government attaches to children, primarily in the areas of health, food and education.

The Government of Peru has also been carrying out important measures to defeat terrorism in Peru, within a framework of strict respect for human rights. With a view to informing the Committee of the progress made in that regard, we refer to document E/CN.4/Sub.2/1993/37 of the Sub-Commission on Prevention of Discrimination and Protection of Minorities."
