Conclusions and recommendations concerning the initial report of Belgium (continued) (CAT/C/52/Add.2; CAT/C/CR/30/6)

At the invitation of the Chairman, the members of the delegation of Belgium took places at the Committee table.


The meeting was called to order at 3.05 p.m.


CONSIDERATION OF REPORTS SUBMITTED BY STATES PARTIES UNDER ARTICLE 19 OF THE CONVENTION (agenda item 4) (continued)1. At the invitation of the Chairman, the members of the delegation of Belgium took places at the Committee table.

2. Mr. CAMARA, Country Rapporteur, read out the Committee's conclusions and recommendations concerning the initial report of Belgium (CAT/C/52/Add.2) contained in document CAT/C/CR/30/6.

3. Mr. MERCKX (Belgium) assured the Committee that his Government would endeavour to act upon all the matters that had been brought to its attention.

4. The members of the delegation of Belgium withdrew.


The meeting was suspended at 3.20 p.m. and resumed at 3.45 p.m.
5. At the invitation of the Chairman, the members of the delegation of the Republic of Moldova took places at the Committee table.

6. Mr. RASMUSSEN, Country Rapporteur, read out the Committee's conclusions and recommendations concerning the initial report of the Republic of Moldova (CAT/C/32/Add.4) contained in document CAT/C/CR/30/7.

7. Mr. CALMAC (Republic of Moldova) said that his Government was determined to continue its cooperation with the Committee.

8. The members of the delegation of the Republic of Moldova withdrew.


The meeting was suspended at 4 p.m. and resumed at 4.10 p.m.

Draft annual report of the Committee under article 24 of the Convention (CAT/C/XXX/CRP.1/Rev.1 and CRP.1/Part 2 and Add.2 and 3 and Add.4 (Part 1), Add.5, Add.6/Rev.1, Add.7 and Add.8 (Parts I-III).

9. The CHAIRMAN invited the Committee to consider its draft annual report, covering the work of its twenty-ninth and thirtieth sessions.

Chapter I. Organizational and other matters (CAT/C/XXX/CRP.1/Rev.1 and CRP.1/Part 2)

10. Mr. EL MASRY, Rapporteur, said that some words of tribute to the late Mr. González Poblete would be added to the final text of chapter I. Due to the absence of any chapter II in the text of the draft report, chapters III to VIII should be renumbered and become II to VII.

11. Chapter I, as orally revised, was adopted.
Chapter II. Submission of reports by States parties under article 19 of the Convention (CAT/C/XXX/CRP.1/Add.2)

12. Chapter II was adopted.
Chapter III. Consideration of reports submitted by States parties under article 19 of the Convention (CAT/C/XXX/CRP.1/Add.3 and Add.4/Part 1)

13. Mr. YU Mengjia said that it should be indicated that Cambodia had submitted a provisional report only.

14. Chapter III was adopted.
Chapter IV. Activities of the Committee under article 20 of the Convention (CAT/C/XXX/CRP.1/Add.5)

15. Mr. EL MASRY, Rapporteur, suggested that the Mexican Government's written undertaking to implement the Committee's conclusions and recommendations should be quoted in the Committee's report, to read: "On 31 August 2002, the Government submitted the information requested, whereby it reiterated its commitment to implementation of the Convention and the importance it attaches to the conclusions and recommendations of the Committee. It also promises to carefully analyse them with a view to the adoption of policies and actions for their implementation."

16. The Rapporteur's suggestion was adopted.

17. Chapter IV, as orally amended, was adopted.
Chapter V. Consideration of complaints under article 22 of the Convention (CAT/C/XXX/CRP.1/Add.6/Rev.1)

18. Mr. EL MASRY, Rapporteur, said that summaries of the Committee's decisions and reasoning on the complaints which it had considered at its thirtieth session would be appended, subject to any drafting changes by the Secretariat.

19. Mr. MAVROMMATIS said that it should be recorded, in the appropriate place, that interim measures of protection had been refused by States parties in some instances.
Chapter VI. Future meetings of the Committee (CAT/C/XXX/CRP.1/Add.7)

20. Chapter VI was adopted.
Chapter VII. Adoption of the annual report of the Committee (CAT/C/XXX/CRP.1/Add.7)

21. Chapter VII was adopted.
Annexes to the draft report (CAT/C/XXX/CRP.1/Add.8 (Parts I-III)

22. The annexes were adopted.

23. The draft annual report of the Committee against Torture, as a whole, as orally revised and subject to editorial changes, was adopted.
