The present document contains the corrections received from members of the Committee, delegations and the Secretariat applying to the English text of the summary records of the public meetings of the Committee on Economic, Social and Cultural Rights at its fourteenth session (E/C.12/1996/SR.1-7, 8, 9/Add.1, 10-16, 18-20, 23 and 25).

The Committee also held nine closed meetings, the summary records of which (E/C.12/1996/SR.7/Add.1, 9, 17, 20/Add.1, 21-22, 24, 25/Add.1 and 26) were issued in restricted distribution. No corrections to the records of the closed meetings were received.

With the issuance of the present corrigendum, the summary records of the meetings held by the Committee on Economic, Social and Cultural Rights at its fourteenth session are to be considered final.

unitary but very decentralized structure of Spain's political institutions. Spain currently included 19 autonomous communities since the approval, on 13 March 1995, of the Statutes of Autonomy of Ceuta and Melilla. As indicated in paragraph 11 of the report, under article 149, paragraph 3, of the Constitution, matters not expressly assigned to the State by the Constitution might fall under the jurisdiction of the autonomous communities by virtue of their respective Statutes. It must not be forgotten, however, that article 149, paragraph 3, also stipulated that powers not assumed by the autonomous communities were automatically exercised by the State, whose laws would take precedence, in case of conflict, over those of the autonomous communities. That was what distinguished the Spanish State from a federal State.
