At the invitation of the Chairman, Mr. Bourtchak and Mr. Reva (Ukraine) took places at the Committee table

Mr. KHITRIN
(Country Rapporteur) thanked the Ukrainian delegation for its enlightening presentation of its country's report and for the specific replies it had provided to the questions raised. The Committee's conclusions were as follows:
"First, the Committee thanked the Ukrainian Government for having submitted its first supplementary report on time.
"Secondly, the Committee took note of the first supplementary report and in particular of the part dealing with the laws and other measures introduced to ensure respect for human rights in general and application of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment in particular.
"Thirdly, the Committee also noted that the first supplementary report of Ukraine was not fully in accord with the general guidelines regarding the form and contents of periodic reports and recommended that the next supplementary report should describe in detail the measures planned or taken with a view to the application of the provisions of the Convention, and would appreciate it if legislative texts of interest (such as the Constitution, codes and new laws) could be transmitted as soon as they had been drawn up to the Secretariat for communication to the Committee against Torture; members of the Committee had expressed the view that, within approximately two years, the desirability of requesting a supplementary report from Ukraine should be considered.
"Fourthly, the Committee expressed the hope that the Supreme Council and Government of the Ukraine would take all necessary steps to ensure application of the provisions and respect for the requirements of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment."

The CHAIRMAN
said that the Committee reserved the right to revert, in about two years' time, to the situation in Ukraine and to request, if necessary, a sort of intermediate report before the next periodic report due in four years' time. He warmly thanked the Ukrainian delegation and said he was gratified by the fruitful dialogue that had taken place between it and members of the Committee.

Mr. BOURTCHAK
(Ukraine) thanked members of the Committee for their interest and consideration, and assured them that Ukraine would continue to cooperate actively and fulfil all its obligations.
The meeting rose at 6.05 p.m.
