F 2.3TheauthorstatesthattherewasagrowingdemandfortheteachingofBretonamong  highschoolstudents,illustratedbythefactthatthenuberofhighschoolstudentswhotook  finalschoolexams(epreuvesdeBaccaleuat)inBretonintheParisarearosefrom50in1985  to133inJune1987. t 2.4Withregardtotheexhaustionofdomesticremedies,theauthordoesnotstatewhether @ hehassubmittedhiscasetoanadministrativetribunal,nordoeshestatewhatkindof &v judicialremedieswouldbeopentohim.Heattachescopiesofanextensivecorrespondence  \ withthecompetentauthoritiesintheMinistryofEducationaswellascopiesofnumerous B unsuccessfulinterventionsonhisbehalfbyDeputiesoftheNationalAssembly,Mayors ( andSenators.Althoughheacknowledgesthathehasnotexhausteddomesticremedies,he  pointstotheurgentcharacterofhiscommunication,asheseekstodefendthe"civilrights"  ofstudentstofollowcoursesinBretonfromthebeginningoftheschoolyear1987/88.   2.5Theauthorstatesthathehasnotsubmittedhiscasetoanotherprocedureofinternational V"! investigationorsettlement. <#" 3.1Beforeconsideringanyclaimscontainedinacommunication,theHumanRights %X $ Committeemust,inaccordancewithrule87ofitsprovisionalrulesofprocedure,decide %>!% whetherornotitisadmissibleundertheOptionalProtocoltotheCovenant. &$"& 3.2TheCommitteeobservesinthisconnectionandonthebasisoftheinformationbefore (#( itthattheauthorhasnotsubmittedhiscasetoanyFrenchadministrativetribunal.Ithas )$) notedtheauthor'scontention,inhisletterof26August1987,thathiscommunication l*%* presentsacharacterofurgencybecauseofanallegedcivilrightofstudentstotakecourses R+&+ intheBretonlanguage("droitscivildeselevesd'obtenirunenseignementdebreton").It 8,', notes,however,that,intheparticularcircumstancesdisclosedbythecommunication,the -n(- author'scontentiondoesnotabsolvehimfrompursuinghiscasebeforetheFrenchcourtsand  fromexhaustingwhateverremediesareavailabletohim.TheCommitteehasnotenough  informationtofindthattheapplicationofsuchremedieswouldbeunreasonablyprolonged | andconcludesthattherequirementsofarticle5,paragraph2(b),oftheOptionalProtocol b havenotbeenmet.
